Le cardinal de Richelieu décida de transformer le village où il était né en une ville dont les plans furent tracés par l'architecte du château, Jacques Lemercier. La ville présente un plan régulier, avec fossés, mur d'enceinte, portes monumentales, rues symétriques et maisons alignées.
